Tor is software (a browser, but more than a browser), that allows you to navigate the Tor network. Tor directs your internet traffic through a worldwide, volunteer overlay network that consists of thousands of relays to conceal a user's location and where they are browsing. Domains that cna only be accessed using tor. Have the .onion end. just like normal websites have .com or .info
When a website is hosted on the tor network if it is setup right, with a good hosting service, it becomes very hard to find the location of the websites' server as well and to shutdown the website. I think this is what Predator is planning to do, to launch a website on the tor network. However it has it's problems, like DDOS attacks are harder to block and it is sometimes very slow, and for safety reason you should disable any browser addons (except the one's that come with the tor browser). Most even recommend disabling javascript, but this of course limits the complexity of any possible website.
To make up for the slower speeds, predator should make his site more lightweight if he plans to host it on the tor network.
