How to make a liquid? Mg/ml proportion

Hello! I have the 3 common zenes and bromazolam. I am trying to make a 2mg/1ml liquid but I have herd of people using pg liquid, water, vodka, and combos of the 3. please let me know what you guys think. it will be snorted and smoked
